Misbehaving Agents and Nomotic’s Behavioral Control Plane™

In networking, infrastructure operates through two distinct planes. The data plane moves packets, handling the traffic flowing across the network. The control plane decides how that traffic flows. It determines routes, valid destinations, and how the system responds when conditions change.

The control plane does not perform the work. It governs how the work happens.

That separation matters. Routing logic remains centralized and consistent, rather than scattered across every device that moves data. Governance decisions occur in a layer with visibility into the system’s state, rather than inside components executing individual operations. When the network must change, engineers modify the control plane rather than every device in the data path.

Nomotic applies the same architectural principle to AI systems through its Behavioral Control Plane.

Agent frameworks operate like the data plane. They reason, plan, use tools, and produce outputs. The governance layer sits above them and determines how those actions occur, what actions remain valid, and how the system should respond when behavior changes.

Why Behavior Is the Missing Layer

Most existing governance tools focus on adjacent problems rather than behavior itself.

That gap explains why so many AI agents appear to misbehave.

The agents are not malicious. They are not “rebelling.” They are operating exactly as designed: probabilistic systems optimizing toward goals within the boundaries they were given. When those boundaries focus on access, outputs, or static rules rather than behavioral context, the system can produce actions that look perfectly valid in isolation but dangerous in sequence.

Misbehavior often appears subtle at first. An agent calls tools in unusual combinations. It accesses resources slightly outside its normal pattern. It repeats actions more aggressively than intended. Each individual action remains technically permitted. Taken together, the pattern begins drifting from what the organization actually intended.

Traditional governance tools rarely see that pattern.

Access control systems govern identity and permissions. They answer a simple question: Is an agent authorized to reach a particular resource? Necessary, but incomplete. An agent may operate entirely within its permissions and still behave in ways that create organizational risk. Permissions describe what an agent can access. They say nothing about whether its pattern of actions remains appropriate.

Observability platforms govern visibility. They record events and surface them for review. Observability can alert teams when something unusual happens, but it cannot intervene. By the time the alert appears, the action has already occurred.

Output guardrails govern the surface of an agent’s responses. They filter harmful language, sensitive information, or policy violations. Guardrails protect what an agent says. They do not evaluate whether the action the agent chose to perform was appropriate in the first place.

Policy engines enforce rules. Deterministic checks confirm whether an action complies with predefined constraints. That approach works well when the situation fits the rule set. It struggles when behavior drifts gradually or when an action technically satisfies every rule yet remains contextually wrong.

Identity, outputs, logs, and rules are governed in many modern systems.

Behavior is not.

Behavior includes patterns that unfold over time. It includes whether an agent’s actions align with established norms, whether its trajectory is drifting, and whether a decision makes sense given the system’s full context. Those questions require memory, evaluation across multiple dimensions, and authority to intervene before an action completes.

Nomotic’s architecture exists to govern that missing layer.

Governing Behavior Instead of Events

Governing behavior requires capabilities that traditional tooling does not provide.

Behavioral memory anchors the system in history. The platform records how an agent behaves over time: what resources it typically accesses, when it operates, and what decisions governance previously allowed or rejected. Without memory, every evaluation occurs in isolation. Isolation prevents detection of drift and eliminates the context needed to judge new actions.

Trust evolves continuously. Each agent begins with a neutral trust baseline of 0.5. Successful actions incrementally raise the score, while violations reduce it more sharply. Building trust, therefore, requires sustained reliability, while losing it occurs quickly. A new agent operates cautiously until it demonstrates consistent behavior. A trusted agent earns additional latitude. A problematic agent is automatically subject to tighter constraints.

Interrupt authority distinguishes governance from observation. The platform can halt an action before irreversible consequences occur. Monitoring systems record and alert. Governance must intervene.

Multidimensional evaluation avoids the limitations of a single risk score. Each action is evaluated across fourteen independent dimensions, including scope, authority, resource consumption, cascading impact, stakeholder exposure, precedent alignment, transparency, and jurisdictional compliance. Each dimension produces its own signal. Combining those signals preserves nuance that would be lost in a single numerical score.

Cryptographic accountability secures the decision trail. Every governance decision is recorded in a hash chain, linking each entry to the previous one via a cryptographic hash. The resulting chain produces tamper-evident evidence rather than a mutable log. Auditors and regulators can reconstruct exactly what the system evaluated and why.

Together, these capabilities allow governance to operate across patterns rather than isolated events.

The Architecture Behind the Governance Layer

A single evaluation mechanism cannot handle the full range of situations an AI system encounters. Some actions require immediate rejection. Others require deeper analysis. Some demand human judgment.

Nomotic addresses that range through a three-tier decision cascade.

Tier 1: Deterministic evaluation.
Explicit rules enforce hard boundaries in microseconds. Regulatory prohibitions, authority limits, and absolute scope constraints trigger immediate vetoes. A scope violation does not require probabilistic reasoning. It requires certainty.

Tier 2: Probabilistic triage.
Actions that pass deterministic checks enter semantic evaluation. Vector similarity search compares each action against a governance landscape derived from historical patterns. Routine actions proceed quickly. Actions near boundaries receive deeper scrutiny. Unfamiliar behavior escalates for further analysis.

The probabilistic layer does not make final decisions. It determines how much attention each case deserves.

Tier 3: Deliberative evaluation.
Ambiguous cases are moved to targeted verification against relevant rules and governance context. When automation cannot produce sufficient certainty, the system routes the decision to human review before execution continues.

The cascade follows a simple principle: provide certainty where certainty exists, and apply human judgment precisely where it matters.

The Difference Between Monitoring and Governance

A practical test separates governed systems from monitored ones.

Can the governance layer stop an action before it completes?

If the answer is no, the system provides monitoring. Monitoring offers value, but it does not govern behavior.

If the answer is yes, a second question appears. What information informs that decision?

A governance layer making decisions based on a single rule or score lacks sufficient context. Meaningful governance requires a broader understanding of behavior, history, and trajectory.

Nomotic evaluates each action using multidimensional signals alongside the agent’s behavioral history, trust trajectory, and drift profile. The governance layer has observed every prior action and maintains a continuous record of the system’s evolving state.

That continuity allows decisions to reflect patterns rather than isolated events.

Governance Across the Full Lifecycle

The networking metaphor extends further. A network control plane operates continuously rather than acting as a single checkpoint.

Before an agent runs, governance begins. Each agent receives a cryptographic identity through an Agent Birth Certificate that binds it to its authorized scope and ownership. After execution completes, the audit chain preserves the full decision history. Counterfactual replay enables investigators to reconstruct any governance decision in detail. The information feeds forward into the next deployment cycle, informing future evaluations.

Governance, therefore, operates as a continuous lifecycle rather than a checkpoint.

A New Category of Infrastructure

Tools in adjacent markets often describe their products as partial solutions to the same challenge. Observability platforms add enforcement features. Policy engines incorporate behavioral awareness. Compliance tools extend into runtime monitoring.

Each of those approaches begins from an existing category and extends it.
